In 1991, the 51 year-old facility was in need of repairs. Between 40,000 and 80,000 gallons of water were leaking out each day. One of the theories of this water loss was that it was simply just leaking through the old walls of the pool. Because the pool was in need of repairs, it was an appropriate time to consider making upgrades. These potential renovations included zero-depth entrance, a slide, and play areas. People also voiced their opinions of wanting heated water and a return of the toboggan slide in the winter.
During this time an alternate site, Southview Park, became a possibility for the new pool. Southview Park was originally picked to be the site of the new pool, but later that was seen as a bad idea because it would be moving another city facility to the south. A committee gathered to talk about the ideas and a new pool was eventually constructed at the same place the old one was.
